SECURITY LICENCE
Nibras is one of few local companies to hold a license enabling it to provide a broad range of security-related services. Our licence was issued on 10th January 2012 and renewed in August 2020 by the Libyan Ministry of Economy to provide security and safety-related services. The services that we are authorized to provide include:

VETTING AND RECRUITMENT
Nibras’s local staff vetting process has been tried and tested for over 10 years of continuous taken from the local community in the district where our client is located. We initially approach our own staff who live within these communities to identify potential candidates who they can vouch for. Where and request they provide us with candidates who they We then take the original national ID cards and/or passports of each candidate to verify their identity and make copies of these documents which are stored on our staff database. Candidates also submit the details of their previous two employers who are contacted and that person’s performance during their time in the post.
Once we receive the candidate’s full details, we approach the local police headquarters and request criminal record checks. Experience has proven to us that community-based vetting checks hold as much, if not more, credibility in the current imperfect situation in Libya.
Our licence allows us to provide services to international companies and their employees, diplomatic missions, oilfields, sea and air ports, housing compounds, offices, hotels, Libyan ministries and government facilities, hospitals, schools, universities, banks, conference centres, etc.
TEAM TRAINING
We consider the training of our Libyan staff to be the key enabler of our services and to this end have employed a full time training manager who has been engaged in all of the functions we offer from guard, MST Team Leader, Operations Room Manager as well as site security assessor. He is responsible for all levels of training across our company, as well as coordination with external specialist training providers. He is guided by our company’s Training Policy which has been developed over several years and is based on our experiences in Libya and lessons learned.
A clear set of training goals are established prior to the mobilization phase of a client project that are commensurate to each employee’s role. A minimum monthly training programme is agreed with the client that includes all critical skillsets e.g. knowledge of the Voluntary Principles, Rules for the Use of Force, reaction to incident drills etc. and a monthly training report provided to demonstrate the training achieved over the previous period. Quarterly face-to-face reviews are conducted between our management team and the client to assess the progress of the training and to identify any gaps or new drills/skills that require further development based on incidents or observations since the last reporting period.
DRIVER TRAINING
Nibras’s driving instructor is a Libyan national who worked for several years as an in-house instructor for a major multinational oil company. He provides a broad range of courses from basic 2-day Defensive Driver Training (DDT) courses to advanced specialist courses including evasive driving, desert driving etc. All Nibras drivers undergo the basic 2-day DDT course when they join the company and undergo regular on-the-job training provided by our Libyan training manager. They also take an annual test to ensure they continue to apply sound driving techniques as well as complimentary skills such as client etiquette, vehicle first parade checks etc.
COMMUNICATIONS
All security operators carry cell phones as the primary means of communication and satellite phones as a backup contingency. The Nibras Operations Centre is fitted with a Thuraya docking station, allowing the receiving and sending of calls and SMS even if the mobile network does not function. The use of VHF radios for civilian use is severely limited in Libya however Nibras possesses a licence from the Ministry of Telecommunications allowing our teams to utilize VHF radios across Libya. VHF base stations are installed at the Nibras operations centre and additional base stations can be deployed to client sites if required.
MEDICAL PROVISION
All Nibras security staff have undergone a 2-day medical training package by an international provider in Libya. Security Team Leaders receive additional medical training to allow them to treat casualties using the medical kits shown below. This initial training is further enhanced by regular on-the-job first aid courses provided by a local doctor. Guests staying at our villa can access routine and emergency medical care at a clinic which is located adjacent to our building. A doctor is on-call 24/7 and offers a drop-in surgery service for our international clients and is also able to refer patients to local specialist hospitals.
VEHICLE TRACKING AND PANIC ALARMS
Nibras fits tracking devices to all its vehicle fleet and has successfully employed its current system for over 10 years. Trigger operated panic alarms are also fitted to vehicles which are activated by the Security Team Leader or driver and a message is instantly sent to the Operations Room, thus providing an alternative means of communication in case of an incident. Nibras can also arrange for panic alarms to be fitted at client villas and offices which are monitored 24/7 by the Nibras Operations Centre.
Nibras owns a fleet of armoured vehicles which can be deployed on both long-term client contracts and for ad hoc tasks. The vehicles are white Toyota Land Cruiser GXR variants and were armoured in the UAE. Each vehicle has low mileage (less than 25,000km) and has been maintained by an approved Toyota dealership in Tripoli. Additional vehicles can be imported based on clients’ needs and the anticipated delivery time is 12 weeks

ARMOURED VEHICLES
PERSONAL PROTECTIVE EQUIPMENT
PERSONAL PROTECTIVE EQUIPMENT Nibras maintains a supply of Personal Protective Equipment (PPE) for its staff and clients in Libya. The helmets are Advanced Combat Helmet (PASGT) NIJ Level IIIA and the protective vests are tan colour with two L-IV plates front and back and meet the NIJ Level III standard.
Nibras can also supply handheld personal tracking devices to a client’s staff when they are deployed outside the office. For urban tasks, the ITraq Nano is a discrete GSM-enabled device which can be easily carried on the person, while for remote sites, the Whisper device is highly recommended. Both devices contain a panic alert button and the Whisper device has the added advantage of being able to send and receive SMS messages and has proven to be extremely reliable since deployed on client missions in Libya.
All client vehicle movement is monitored by our Operations Centre which is manned 24/7 by an English-speaking Libyan Operations Manager who is responsible for communicating issues with the clients’ security management and coordinating emergency response in case of an incident.

Nibras Libya holds 3rd party liability insurance to cover its operations in Libya and can expand coverage to meet the needs of specific projects.
